  {"id":17,"date":"2024-09-05T14:00:21","date_gmt":"2024-09-05T14:00:21","guid":{"rendered":"https:\/\/www.mtsu.edu\/hcbei\/?page_id=17"},"modified":"2026-05-02T02:36:45","modified_gmt":"2026-05-02T02:36:45","slug":"early-intervention","status":"publish","type":"page","link":"https:\/\/www.mtsu.edu\/hcbei\/early-intervention\/","title":{"rendered":"What is Early Intervention?"},"content":{"rendered":"\n<p><em>The Infants and Toddlers with Disabilities Program (Part C) of the Individuals with Disabilities Education Act (IDEA) was created in 1986 to&nbsp;<strong>enhance the development&nbsp;<\/strong>of infants and toddlers with disabilities,&nbsp;<strong>minimize potential developmental delay<\/strong>, and reduce educational costs to our society by minimizing the need for special education services as children with disabilities reach school age.&nbsp; Part C provides early intervention (EI) services to infants and toddlers aged birth to three with developmental delays or a medical condition likely to lead to a developmental delay.<\/em><strong><em>&nbsp;<\/em><\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why Intervene Early?<em>&nbsp;<\/em><\/h2>\n\n\n\n<ul class=\"is-style-compact-list wp-block-list\">\n<li><em>Decades of rigorous research show that children\u2019s earliest experiences play a critical role in\u00a0<strong>brain development<\/strong>. The Center on the Developing Child at Harvard University has summarized this research:<\/em><\/li>\n\n\n\n<li><em>Neural circuits, which create the foundation for learning, behavior and health, are most flexible or \u201cplastic\u201d during the\u00a0<strong>first three years\u00a0<\/strong>of life.
