Other items funded were:\n<\/p>\n<ul>\n<li>1.5 percent across-the-board increase\u2014\u00a0or $500, whichever is greater\u2014effective\u00a0July 1, 2018<\/li>\n<li>Faculty promotions<\/li>\n<li>Increased cost of software maintenance\u00a0agreements<\/li>\n<li>Scholarships, tuition discounts, employee\u00a0fee waivers and dependent discounts, and\u00a0graduate assistant fee waivers<\/li>\n<li>Funding for new startup programs and\u00a0continuing improvements on the MTSU\u00a0Quest for Student Success initiatives<\/li>\n<\/ul>\n<p>Looking toward the 2019\u201320 fiscal year, the Tennessee Higher Education Commission\u00a0(THEC) is recommending operating state appropriations of $107.7 million for MTSU.\u00a0This is a $4.5 million increase, or 4.4 percent, over 2018\u201319. This net increase is a\u00a0combination of a decrease of $1.5 million in outcomes formula adjustments and a\u00a0$6 million increase in proposed new funding for higher education.<\/p>\n<p>The most exciting news is that MTSU has a new capital outlay project proposed\u00a0for funding in 2019\u201320. No. 3 on THEC\u2019s capital project list is the new School of\u00a0Concrete and Construction Management building, which has a total project cost of\u00a0$40.1 million. This project is No. 1 among the six locally governed universities.\u00a0In addition to the 54,000-square-foot building, the funding also includes an addition\u00a0to the Satellite Chiller Plant and demolition of Abernathy and Ezell halls in order to\u00a0prepare the site for development. With such a high ranking of this project by THEC,\u00a0we are optimistic the project will be included in the governor\u2019s budget and funded\u00a0in the upcoming fiscal year.<\/p>\n<p>The commission also voted to recommend $10.1 million in capital maintenance\u00a0funds for MTSU projects, which includes several buildings roof replacements;\u00a0Kirksey Old Main mechanical, HVAC, fire protection, lighting, and ceiling\u00a0upgrades; Stark Ag \/ Police mechanical and HVAC upgrades; campus stormwater\u00a0best management practices (BMP) Phase 1; sidewalk repair\/replacement Phase 1;\u00a0and boiler replacement at Miller Education Center.<\/p>\n<p>THEC\u2019s recommendations have been submitted to the Department of Finance and\u00a0Administration for consideration in the proposed state budget that Gov.-elect Bill Lee\u00a0will be submitting to the state legislature in late February. At that point, we will have\u00a0more information regarding our likely 2019\u201320 state and capital appropriations.<\/p>\n<p>In December, MTSU Board of Trustees Chair Steve Smith, Vice Chair Darrell Freeman,\u00a0and Alan Thomas, vice president for business and finance, went before the State\u00a0Education, Health and General Welfare Joint Subcommittee of Government Operations\u00a0for our Sunset Hearing as required by state statue. Initially, the Board of Trustees was\u00a0established for a two-year period ending this upcoming June 30. The hearing\u2019s purpose\u00a0was for the subcommittee to review MTSU\u2019s answers to questions issued by the\u00a0Comptroller\u2019s Office auditors to determine whether the Board of Trustees should be\u00a0continued, restructured, or terminated.
