  {"id":2037,"date":"2021-05-07T00:00:00","date_gmt":"2021-05-07T00:00:00","guid":{"rendered":"https:\/\/www.mtsu.edu\/blogtest\/may-7-2021-passage-of-the-2021-22-general-appropriations-act\/"},"modified":"2025-03-27T17:19:39","modified_gmt":"2025-03-27T17:19:39","slug":"may-7-2021-passage-of-the-2021-22-general-appropriations-act","status":"publish","type":"post","link":"https:\/\/www.mtsu.edu\/president\/may-7-2021-passage-of-the-2021-22-general-appropriations-act\/","title":{"rendered":"MAY 7, 2021: Passage of the 2021-22 General Appropriations Act"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 20px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p>Dear University Community,<\/p>\n<p><span style=\"font-style: inherit; font-weight: inherit;\">With the passage of the 2021-22 General Appropriations Act by both chambers of the 112<sup>th<\/sup>\u00a0General Assembly last week, I wanted to provide the campus community with an update of items impacting MTSU.\u00a0\u00a0It closely follows the recommended budget and administration amendment presented by the Governor earlier in the session.\u00a0\u00a0Outlined below are the specifics of how the passage of this budget impacts the University.<\/span><\/p>\n<p><strong><span style=\"font-style: inherit;\">Recurring Operating Funds \u2013\u00a0<\/span><\/strong><span style=\"font-style: inherit; font-weight: inherit;\">MTSU will receive $5.5 million in new funding for the 2021-22 fiscal year, which includes partial funding for a 4.0 percent salary pool to be distributed at the discretion of the University.\u00a0\u00a0Since state funding for salary increases is provided at approximately 55%, university funds will need to be added to fully fund the pool. The salary pool is composed of 2.0 percent effective January 1, 2021, and 2.0 percent effective July 1, 2021.\u00a0\u00a0I will be making recommendations to our Board of Trustees in the upcoming Finance and Personnel Committee meetings on the distribution and funding of the salary pool.<\/span><\/p>\n<p><strong><span style=\"font-style: inherit;\">Non \u2013 Recurring Operating Funds:<\/span><\/strong><\/p>\n<ul>\n<li><span style=\"font-style: inherit; font-weight: inherit;\">F<\/span><span style=\"font-style: inherit; font-weight: inherit;\">unding of $1.2 million is included to provide continued financial aid for the Medical Education Program jointly administered by MTSU and Meharry Medical College.<\/span><\/li>\n<li><span style=\"font-style: inherit; font-weight: inherit;\">The Budget includes $2.6 million for our new Data Science Pipeline initiative.The funding will enable partnerships with K-12 schools, higher education, government, and industry to identify needs in data science education. The goal is to build a complete education pipeline from K-12 through PhD.<\/span><\/li>\n<\/ul>\n<p><strong><span style=\"font-style: inherit;\">Capital Outlay \u2013\u00a0<\/span><\/strong><span style=\"font-style: inherit; font-weight: inherit;\">F<\/span><span style=\"font-style: inherit; font-weight: inherit;\">unding for MTSU\u2019s Applied Engineering Building at $50.5 million.\u00a0\u00a0The total project cost for this building is $54.9 million which includes a match requirement of $4.4 million.\u00a0\u00a0This is the University\u2019s third new building over the last four years.<\/span><\/p>\n<p><strong><span style=\"font-style: inherit;\">Capital Maintenance \u2013\u00a0<\/span><\/strong><span style=\"font-style: inherit; font-weight: inherit;\">Funding of almost $10.0 million, which\u00a0<\/span><span style=\"font-style: inherit; font-weight: inherit;\">includes funding for all seven (7) of the University\u2019s capital maintenance projects.<\/span><\/p>\n<p><span style=\"font-style: inherit; font-weight: inherit;\">As I stated earlier when the Governor\u2019s Budget was first released, the University\u2019s budget will still have to be developed to cover annual fixed cost increases (i.e. faculty promotions, utilities, software maintenance, etc.), increases in funding for scholarships, funding new academic programs, and additional funding for the University\u2019s portion of the salary pool.\u00a0\u00a0We are currently developing a recommendation on tuition and fee increases based on THEC\u2019s range of 0 \u2013 2.0% for presentation to the Board of Trustees.\u00a0\u00a0\u00a0We will also present a July base budget to the Board for approval, with a revised budget presented later in the fall.\u00a0<\/span><\/p>\n<p><span style=\"font-style: inherit; font-weight: inherit;\">As always, thank you for your good work and stay safe.<\/p>\n<p><\/span><\/p>\n<p><span style=\"font-style: inherit; font-weight: inherit;\">Sidney A.
